To ensure an effective community participation, the below six key principles in planning, organization, and implementation of community participation should be followed:

 

  • Inclusivity – The process is inclusive of women, ethnic minorities, and the poor. It promotes social fairness and harmonious development.
  • Transparency – The working process of the community-based organization representing the entire community needs to be clear and open. Important roles cannot all be reserved for those in charge.
  • Equality – Each participant shares an equal opportunity and right to express opinions and contribute to decision-making. It is essential that open discussions are arranged to collect different viewpoints and all ideas are treated with respect. 
  • Influence – The process integrates local or indigenous knowledge that generates new ideas and/or options into the project selection, design and implementation activities, such as the use of locally available construction techniques or building styles when appropriate.
  • Independence – Community participation produces its own consensus-based decisions on local matters without the need for central or local government’s imposition.
  • Continuity – The community participation shall be conducted throughout the project cycle on an on-going basis.
