What is a community-based organization?

 

A community-based organization (CBO) is to represent the interests of project involved communities and acts as the key contacts between project sponsors and community members. In China, the village committee (VC) is typically the CBO for a rural sanitation project.

 

What is the role and duties of CBO?

 

As the representative of communities of interest, the CBO will participate in all relevant consultations, workshops, and meetings where project related decisions will be made throughout the project cycle.

 

  • During project planning and design phases, the VC is responsible for: i) mobilizing community members, ii) coordinating and facilitating villagers’ participation, iii) implementing sanitation and hygiene promotional and awareness raising programs, iv) assisting in field engineering investigation, and v) review and approval of project design.
  • During project construction phase, the VC shall assist in project management activities, construct or reimburse for individual service connections to main sewer system, and participate in final wastewater system commissioning.
  • During project operation phase, the primary role of the VC will be to oversee the operation, maintenance, and administration of the wastewater systems.
