In the early stage of project plan, the VC will collaborate with project management office and project consultant to conduct a village survey in the form of focused group discussions and household survey questionnaires. A series of questions will be asked to villagers to help the project sponsors better understand the status quo of sanitation services within the targeted project area, identify key issues concerned by local villagers, gauge the villagers’ willingness and financial capacity to improve sanitation condition, and determine the priorities of project implementation. A good participatory process stops when sufficient information is available to move on to the next stage of the project.
Questions to be answered
- How is the socio-economic status of villagers?
- Are the villagers have access to sanitation services?
- What is the status quo of existing sanitation services?
- Are the villagers satisfied with existing sanitation services? What are the main concerns of villagers on sanitation services?
- Are the villagers willing to have improved sanitation services?
- Is there any preference for technologies to be applied?
- Are the villagers aware that the government plans to construct wastewater treatment facilities in their villages?
- Are the villagers willing to pay more for the improved sanitation services? If yes, how much higher than the current cost can the villagers accept?
- Do the villagers support the proposed project?
This is a great opportunity to inform the communities/villagers about the upcoming project and collect their preliminary feedbacks/attitude on the project. The project sponsor shall obtain supports to the project from at least 80% of local villagers, and at least 80% of the villagers should be willing to connect to the wastewater system.
