The "Letter about the Division Scheme for Rural Living Environment Improvement" (Nongshehan [2018] No. 3) stipulates the division scheme clearly for promoting rural wastewater treatment. The Central Agricultural Office is the first lead unit in the rural wastewater treatment. The specific division of labor is as follows:
1) The Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development and the Ministry of Science and Technology are responsible for "strengthening the construction of wastewater treatment facilities, and strengthening technological support for wastewater treatment";
2) The Ministry of Water Resources is responsible for incorporating rural water environment governance into the river chief and lake chief management systems;
3) The Ministry of Ecology and Environment, the Ministry of Water Resources, the Ministry of Housing and Urban-Rural Development, and the Ministry of Agriculture and Rural Affairs are responsible for "promoting local cleanup of village water bodies and gradually eliminating various black and odorous water bodies in rural areas";
4) The Central Agricultural Office, the Ministry of Agriculture and Rural Affairs, the Development and Reform Commission, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, the Ministry of Ecology and Environment, and the Health and Health Commission are responsible for "improving the construction and management mechanism."
