- Chinese government attaches great importance to the related work of rural wastewater treatment. At the national level, it has established a comprehensive management structure with the central coordination of the central agricultural office and the participation of multiple departments. It has also issued a series of policies and regulations to guide the country from different dimensions. The promotion of rural wastewater treatment in various places has achieved considerable results during the 13th Five-Year Plan period.
- The Chinese government's policy on rural wastewater treatment adheres to the principle of adapting measures to local conditions and progressing step by step. The "Thirteenth Five-Year Plan" focused on demonstration first, and the construction of facilities will be promoted in stages; the top-level design is strengthened and the competent ministries set principles and guidelines for guidance. The "14th Five-Year Plan" focuses on the connection with the 13th Five-Year Plan, pays attention to "construction, management and use", and strives to build a systematic, standardized and long-term policy system and work promotion mechanism.
- There are large differences in the management level of rural domestic wastewater treatment across China. For example, Zhejiang Province has formed its own unique policy system and issued a number of policies and regulations to regulate the construction, technical transformation, management, operation and maintenance of rural domestic wastewater treatment systematically; while some provinces are still in the developing stage of facility construction.
- From the perspective of legislation, there is no specific laws and regulations for rural domestic wastewater at the central level, and some leading provinces have issued local regulations to promote the legislative support for rural domestic wastewater treatment in the region.
