- In order to ensure the implementation of the rural wastewater treatment policy from the central to the local, it is necessary to rationalize the division of labor at the local level in the long run. It can be consistent with the central government, changing gradually to unification led by the ecological environment department.
- Improve the top-level design framework of the whole chain of facility construction, financial investment, market financing, operation and maintenance supervision. Strengthen assessment and incentives at the local level, and incorporate the effectiveness of rural wastewater treatment into the key work of local inspections and the results may be directly related to relevant support policies.
- Systematic evaluation should be carried out for the rural wastewater discharge standards of all provinces, from the dimensions of scientificity, applicability, sustainability, etc., and try to promote the revision of local discharge standards and put an end to following higher standards and stricter requirements blindly. At the same time, a group of pilot projects should be selected to explore reasonable technical specifications and discharge standards that take into account local conditions and environment improvement.
- A series of rural demonstration bases of rural wastewater treatment should be built to promote the innovation of investment and financing models for the construction, operation and maintenance of rural wastewater treatment facilities, which can include attracting social capital, improving farmer payment mechanism, and optimizing the third-party supervision, and so on.
- Special laws and regulations for rural wastewater should be formulated to bring rural wastewater treatment into the legal system, so as to ensure the comprehensive advancement of rural wastewater treatment and the in-depth development of the rural revitalization strategy.
