Operation is one of the key aspects to determine the success of a rural wastewater management project. As local community generally has limited capacity to operate a wastewater treatment facility, two alternatives for facility operation are widely applied in China: (i) the contractor taking the responsibility of start-up operation and maintenance for the initial period (for example: 18 months), and meanwhile providing trainings to local villagers on routine O&M. After the initial period, the contractor will transfer the facility to local community or a professional company recruited by the community; (ii) a professional third-party taking the responsibility of facility operation and maintenance after construction completion.
