1. The construction and improvement of the price mechanism is led by the National Development and Reform Commission.
In recent years, the National Development and Reform Commission and relevant departments have issued many documents to guide local governments to improve wastewater treatment charging policies, and promote actively local governments to establish the farmer payment mechanism for rural wastewater treatment.
2. The core of the fund-raising mechanism is local-based, central subsidy, and social participation. The central government arranges funds to support rural wastewater treatment, which is managed mainly by the Ministry of Finance.
In June 2021, “the Measures for the Management of Rural Environmental Remediation Funds” (Cai Zihuan [2021] No. 43) was issued by the Ministry of Finance, which stipulates the division for the management of rural environmental improvement funds. The details are shown as follows:
(1) Rural environment improvement funds are managed by the Ministry of Finance and the Ministry of Ecology and Environment.
(2)The Ministry of Finance is responsible for formulating fund allocation standards, reviewing proposed plans for allocation of funds, preparing draft budgets for funds and issuing budgets, organizing and implementing budget performance management throughout the process, strengthening supervision over the use of funds, and guiding local budget management.
The rural environment improvement funds are the special transfer payment funds arranged by the general public budget of the central government to support local implementation of rural ecological environmental protection work and promote the improvement of rural ecological environment quality.
(3)The Ministry of Ecology and Environment is responsible for guiding the implementation of rural environmental improvement work, proposing work tasks and fund allocation proposals, organizing and developing rural environment improvement project reserves, conducting daily supervision and evaluation, promoting the whole process of budget performance management of funds, and guiding local governments to make good budgets performance management, etc.
To sum up, it can be seen that at the central level, the treatment of rural domestic wastewater has always been a part of the improvement of the rural living environment, and there is no specific responsible department for it. Although Nong She Han [2018] No. 3 has substantially identified the lead units and participating units for facility construction and construction management mechanism construction, but the whole rural wastewater treatment is in multi-management state.
