The Chinese government has always attached great importance to rural work. From 2004 to 2021, the Central No. 1 document has emphasized the issues relating to agriculture, rural areas and farmers for 18 consecutive years.
1. For rural wastewater treatment, the central government adopts the principle of promoting according to local conditions and proceeding step by step.
- During the "Thirteenth Five-Year Plan" period, the key work is to start with demonstration and promote gradually. The competent ministries and commissions focus on the top-level design and regulate and guide uniformly the discharge standards. At the implementing level, it is emphasized starting with demonstration and promoting gradually.
- The "14th Five-Year Plan" will focus on problems such as unbalanced regional development, imperfect basic living facilities, and imperfect management and maintenance mechanisms. It is emphasized that local planning should be prioritized, and overall management will be stressed. While connecting with the 13th Five-Year Plan, the 14th Five-Year Plan is focusing on building a long-term development mechanism at the same time.
2. From a legislative point of view, although some provinces have issued local regulations for rural domestic wastewater, there is still no special and systematic legal and regulatory support on the whole. Rural wastewater treatment still faces practical problems such as insufficient local attention and the difficulty of changing the inherent habits of the masses. Only by incorporating the treatment of rural domestic treatment into the track of the rule of law can we ensure the comprehensive advancement of the construction of beautiful countryside and the in-depth implementation of the rural revitalization strategy.
Due to the vast territory of China and the huge differences between different regions in China, the rural wastewater treatment is actually still in the process of exploration. Next, this report will conduct further analysis on the discharge standards and funding sources.
