In 2019, the Village and Town Construction Department of the Ministry of Housing, Urban-Rural Development and Construction combined with the demonstration work of 100 counties in rural wastewater treatment nationwide, and issued the "County Area Coordination and Promotion of Rural Domestic Wastewater Treatment Cases", including the mode of Fenghua Distict, Ningbo City, Zhejiang Province, as one of the models for national promotion and reference.
- Overall situation and effectiveness
Since the launch of the "Five Waters Co-governance" action, Fenghua District has increased the construction of wastewater treatment facilities, and has constantly summed up experience and achieved good social benefits. In 2016, the rural domestic wastewater treatment projects in 137 villages were completed and accepted. The rural domestic wastewater treatment in Fenghua District adopted various processes, such as A/O, anaerobic + land leakage, anaerobic + constructed wetland, trickling filter + constructed wetland, biological turntable, etc. In 2017, Fenghua District completed the construction of wastewater treatment facilities in 256 villages, built 199 wastewater treatment terminal facilities, and included 83 municipal pipeline network treatment villages. The daily wastewater treatment was about 22,000 tons, and the cumulative number of households was about 76,000. It has reached the provincial goal of over 90% of administrative village coverage for domestic wastewater treatment in rural areas.
- Main experience and practice
Fenghua District has established and improved the "three major systems" of rural wastewater treatment: one is to establish operation and maintenance management system, the other is to establish remote information system, and the third is to establish operation & maintenance regulation system; at the same time, it is strictly controlled and guaranteed according to the relevant regulations so that the wastewater treatment facilities can be handed over smoothly. The rural wastewater treatment facilities have unified design, adopted modular technology. In view of the heavy workload and strong technicality of the operation and maintenance of rural domestic wastewater treatment facilities, Fenghua District adopted the mode of entrusting a third party to operate and maintain, and achieves long-term management from five aspects: assessment, supervision, funding, publicity and training.
