The "Management Measures for the Operation and Management of Rural Domestic Wastewater Treatment Facilities in Shanxi Province (for Trial Implementation)" issued on October 24, 2020 stipulates the institutional management of rural domestic wastewater treatment in Shanxi Province:
- The Provincial Department of Ecology and Environment is responsible for guiding the operation and management of rural domestic wastewater treatment facilities in the province, formulating and revising the water pollutant discharge standards for rural domestic wastewater treatment facilities in the province.
- The municipal and county-level ecological and environmental departments are responsible for the operation and maintenance of rural domestic wastewater treatment facilities in their respective administrative areas, and the supervision and management of discharge water quality, and formulate and revise the assessment plan for rural domestic wastewater treatment facilities in the administrative area in accordance with local conditions and organize the assessment.
- The county-level government leads the operation, maintenance and management of rural domestic wastewater treatment facilities within its jurisdiction, and organizes relevant functional departments, townships, village-level organizations, farmers, and third-party professional service agencies to carry out the operation, maintenance and management of rural domestic wastewater treatment facilities. The county-level government can entrust a third-party professional organization with corresponding capabilities to operate and maintain rural domestic wastewater treatment facilities through government purchases of services.
- Other relevant departments at the provincial, city, and county levels shall be responsible for the operation and management of rural domestic wastewater treatment facilities within their respective responsibilities.
