Formulate the purpose and scope of application. The "Measures" are formulated to standardize and strengthen the operation and management of rural domestic wastewater treatment facilities in the province, improve operation efficiency and management level, and improve the rural human settlement and ecological environment. The scope of application is clearly defined as "the operation and management of rural domestic wastewater treatment facilities within the administrative area of the province and outside the built-up areas of cities and towns", excluding the operation and management of rural domestic wastewater treatment facilities in towns, districts and villages under the supervision of the housing construction department.
Management responsibilities. This "Measures" clarifies the specific responsibilities and obligations of the provincial, municipal, and county eco-environmental departments and other relevant departments, county-level governments, township governments, village-level organizations, and farmers. A five-in-one operation and maintenance management system has been established with the county government as the main body of responsibility, the township as the main body of management, the village-level organization as the main body of implementation, the farmers as the main beneficiary, and the third-party operation and maintenance agency as the main body of service.
Operation and Maintenance. According to the actual situation of the village’s geographic location and economic development level, facility layout, scale, technology and operation and maintenance level, this "Measures" proposes two modes of operation and maintenance of rural domestic wastewater treatment facilities: entrusting professional company management and township (town) or the village conducts its own operation, maintenance and management; puts forward specific requirements for operation and maintenance such as daily maintenance and inspection of facilities, equipment testing and maintenance, sludge cleaning and disposal, effluent quality monitoring, and emergency response.
Supervision and assessment. This "Measures" establishes a supervision and assessment system to ensure the normal operation of facilities. The provincial and municipal ecological environment departments conduct at least one check on the operation of wastewater treatment facilities every year, and put forward rectification requirements within a time limit to the county-level people’s government for problems found. If the rectification is not completed within the time limit, interview relevant leaders and notify the criticism. Municipal ecological environment department, in conjunction with relevant departments, shall assess the operation, maintenance and management of rural domestic wastewater treatment facilities in the administrative area, and the results of the assessment shall be used as the basis for arranging rural domestic wastewater treatment funds. The county-level ecological environment department should organize the monitoring of the effluent quality of rural domestic wastewater treatment facilities with a processing scale of more than 20 tons/day, and the monitoring results shall be used as an important basis for assessing whether the wastewater treatment facilities are operating normally.
Financial protection. In order to solve the problem of insufficient funds for the operation of rural wastewater treatment facilities, this "Measures" proposes that the county-level people's government should incorporate the funds required for the operation of rural wastewater treatment facilities into the budget management of the fiscal year at the same level, and some qualified regions can establish diversified capital investment mechanism, through government support, social participation, village-level self-raising, and payment by the masses, etc., to raise operation and maintenance funds from multiple sources. Provincial and municipal finance will give appropriate rewards and subsidies.
