Taking Sihong County, Suqian City, Jiangsu Province as a typical case, and the focus is on the operation and maintenance funds of rural wastewater facilities.
Sihong County is located in the west of Jiangsu, with a county area of 2,731 square kilometers. It has jurisdiction over 12 towns, 4 townships and 3 streets. Until the end of 2020, Sihong County has invested 456 million yuan to build 150 township and village wastewater treatment plants, newly built wastewater pipeline networks of 320 kilometers, and built tail water ecological wetlands of 400,000 square meters. The coverage rate of wastewater treatment facilities in townships and towns was 100%, and the coverage rate of wastewater treatment facilities in administrative villages was over 75%.
- Facility Status
There are mainly two types of equipment: household treatment and relatively centralized treatment, used currently in rural wastewater treatment facilities in Sihong County. Among them, the main integrated equipment used in the household treatment is A/O contact oxidation process; and the main integrated equipments used in the relatively centralized treatment include A/O and A/A/O contact oxidation processes. If there is a requirement for TP removal, the following processes such as artificial wetland or chemical phosphorus removal technology can be reasonably selected according to the actual situation. The rural wastewater treatment facilities in Sihong County are mainly operated by construction units or professional operating companies.
- Institutional Framework
The Sihong Ecological Environment Bureau of Suqian City is the leading organization department for the rural wastewater treatment in the county. It organizes and carries out the rural wastewater treatment according to the mechanism of "government purchasing services, entrusting third-party supervision, and enterprise integrated operation". Sihong County Housing and Urban-Rural Development Bureau, as the administrative department of urban water supply and sewage treatment in the county, performs the functions of collection, management and utilization of wastewater treatment fees. The Sihong County Housing and Urban-Rural Development Bureau entrusts the local water company to collect rural wastewater treatment fee.
- Operation and maintenance costs
When the rural wastewater treatment projects enter into the operation period, the Suqian Sihong Ecological Environment Bureau, the third-party supervision unit, and the local government will check the operation of the facilities. The project company will conduct a review of the project quality and a general survey of all facilities when the warranty period expires. If quality problems are found in the inspection, the construction unit will implement rectification and repairring, and the corresponding warranty will be deducted if no correction is made.
The operation and maintenance costs of rural wastewater treatment facilities include mainly personnel wages, laboratory fees, facility and equipment maintenance fees, water quality monitoring fees, sludge treatment and disposal fees, and operating electricity fees, etc. According to the "Special Plan for Rural Wastewater Treatment in Sihong County", the annual operation and maintenance cost of a single household in Sihong County is about 675 yuan, and the annual cost of rural wastewater treatment in Sihong County is about 20 million yuan.
- Financing
Sihong County implements the fund-raising mechanism of "government support, self-raised by the public, and social participation" to ensure the normal operation of rural wastewater treatment facilities.
Collection of rural wastewater charges: Sihong County Development and Reform Bureau, Housing and Urban-Rural Development Bureau, Water Conservancy Bureau, and Finance Bureau formulated the "Notice on Adjusting the Price of Urban Non-residential Water and Sewage Treatment Fees and Levying Rural Wastewater Treatment Fees" (Hongfa The price was changed (2021) No. 3). The levy standard of wastewater treatment fee for rural residents is 0.4 yuan/ton, and the levy standard for non-residential is 0.6 yuan/ton. The annual rural wastewater treatment fee is about 6 million yuan.
Support of government finance: County-level finance includes the operation and maintenance management funds of rural wastewater treatment facilities into the annual budget, and integrates various agricultural and water-related financial funds (such as: beautiful rural construction funds, comprehensive management funds for black and odorous rivers, rural areas, funds for comprehensive environmental improvement, etc.). At present, the county government needs to subsidize about 14 million yuan every year.
Other ways: Enterprises, social groups, individuals and other social forces are encouraged, guided and supported to participate in the construction and renovation of rural wastewater treatment facilities through investment, donation, construction approval and other forms. At the same time, it is considered to allow relevant enterprises to participate in the construction or reconstruction of other pipelines in the village, to make appropriate profits and obtain part of the operation and maintenance funds.
