1.2 Purpose and Objectives of the Practice Guideline

The purpose of the China Rural Wastewater Management Practice Guideline is to improve sustainable sanitation services in rural areas and strengthen the rural wastewater management capacity by providing a comprehensive knowledge resource for policy makers, government officers, design engineers, contractors, operators, and the general public (villagers).

 

Rural wastewater (RWW) mentioned in this Practice Guideline refers to domestic wastewater generated in rural areas, excluding any wastewater from agricultural, livestock raising, and industrial activities. 

 

The overall objective of the Practice Guideline is to present regulatory, technical, and procedural instructions for stakeholders to design and implement successful RWW programs and better address regional disparity and villages’ local constraints. The Practice Guideline is intended to:

 

  • Provide overview on the institutional and regulatory framework of RWW management in China.
  • Provide knowledge resource for applicable treatment units covering basic definition, treatment process, treatment efficiencies, design criteria, operation and maintenance, and cost.
  • Provide general guiding principles and implementation procedures for planning, design, procurement, construction, operation, maintenance, and management of RWW facilities.
  • Present a framework for participatory approach strategies to increase community awareness, participation, and support of the project, and
  • Identify the financial requirements and funding options available to realize sustainable operation of RWW facilities.
