Rural wastewater treatment is an important part of the improvement of rural living environment, an important measure to implement the rural revitalization strategy, and an inherent requirement to improve the quality of rural water environment and promote rural high-quality development in People’s Republic of China. In recent years, all provinces have implemented continuously the requirements of Chinese central government, promoted the rural wastewater treatment actively, and achieved certain results. It has played an important role in improving the rural ecological environment, enhancing the quality of life of farmers, and promoting agricultural and rural modernization.
According to the "Statistical Yearbook of Urban and Rural Construction" by the Ministry of Housing and Urban-Rural Development, since the implementation of the "13th Five-Year Plan (2016-2020)", China's rural wastewater treatment construction investment has increased from 12.595 billion yuan in 2016 to 75.379 billion yuan in 2020, an increase of nearly 5 times; at the same time, the rural wastewater treatment facilities have been continuously improved, and the treatment capacity has been rapidly improved, from 25.28 million m3/d to 51.01 million m3/d in 2020. The wastewater treatment rate of the towns in China has increased from 52.64% in 2016 to 60.98%; while the treatment rate of the townships has increased from 11.38% in 2016 to 21.67% in 2020. This shows that there is a certain growth in rural wastewater treatment in the past period, however, there is still a lot of room for improvement.
This chapter systematically sorts out the institutional framework status, the establishment of policies and regulations, the formulation of discharge standards and the sources of funds in China rural wastewater treatment in recent years, and analyzes the specific cases of rural wastewater treatment in typical provinces. It attempts to provide beneficial support to improve the efficiency of rural wastewater treatment for the next step in China.
