The local implementing agency will need to form a team to plan and prepare the procurement documents, as well as to review bids and select a qualified contractor. The team should be a multi-disciplinary group to provide both financial and technical input and review in the process.

 

In some regions or local municipalities members of a procurement team may have limited experience with the planning and execution of a public procurement project or not be familiar with the procurement requirements of the funding agency. In these cases, it will be important for the funding agency to provide training and capacity building to support the local team to develop procurement documents that meet both the requirements of the project and funding agency.
