The government is the leader of the rural wastewater treatment, and related work is carried out under direct management of the Central Committee of the Communist Party of China (the Party Central Committee) and the State Council, as well as the provincial, municipal, county, and township party agencies and administrative organizations. The central government has established a central rural work leading group to lead the discussion and coordination of rural work and agricultural economics. For the rural wastewater treatment, this group can coordinate with the Ministry of Agriculture and Rural Affairs, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, and the Development and Reform Commission to carry out relevant work.
(1)Central Leading Group for Rural Work
The Central Leading Group for Rural Work of the Communist Party of China is the deliberative and coordinating body of the Central Committee of the Communist Party of China to lead rural work and agricultural economy. The current group leader is a member of the Political Bureau of the Central Committee of the Communist Party of China and the Vice Premier of the State Council.
The Central Rural Work Leading Group of the Communist Party of China is composed of central leading officials in charge of rural work and officials in charge of relevant rural and agricultural economic departments, which is responsible for making decisions on major issues in the field of rural and agricultural economic work.
(2)Office of the Central Leading Group for Rural Work
The Office of the Central Rural Work Leading Group (referred to as the Central Agricultural Office) is an office under the Central Rural Work Leading Group, which is located in the Ministry of Agriculture and Rural Affairs. The office director is the secretary of the Party Leadership Group of the Ministry of Agriculture and Rural Affairs.
The Central Agricultural Office undertakes the specific work of the Central Rural Work Leading Group, organizes and conducts policy research on major issues concerning agriculture, rural areas and farmers, coordinates and supervises relevant parties to implement the decisions, work arrangements and requirements of the Central Rural Work Leading Group.
(3)Main departments and responsibilities of rural wastewater treatment
The main departments for rural wastewater treatment include the Ministry of Agriculture and Rural Affairs, the Ministry of Ecological Environment, and the Ministry of Housing and Urban-Rural Development. They are responsible for improving the rural living environments, organizing and guiding rural ecological environmental protection, etc. The Ministry of Science and Technology, the Development and Reform Commission, and the Ministry of Finance are responsible for guiding rural scientific and technological progress, system reforms, and financial support, respectively.
