China is committed to comprehensively promote rural vitalization, extension of water supply facilities and accelerate the improvement of rural living environment, as stated in the national policy documents, including the Five-Year Action Plan to Improve Rural Living Environment (2021-2025) issued by the General Offices of the CPC Central Committee and The State Council on December 5, 2021, Action Plan For Tackling Agricultural and Rural Pollution issued by the Ministry of Housing and Urban-rural Development and other ministries on January 19, 2022, and the Key Tasks of New-Type Urbanization and Integrated Urban-rural Development issue by the National Development and Reform Commission on March 10, 2022. 

On February 22, 2022, the Central No.1 Document aims to fully complete consolidation and improvement of rural drinking water safety through extension of urban networks where appropriate to rural areas and integrated urban-rural water supply; continue the implementation of the five-year action plan to improve rural living environment through water supply security and wastewater treatment, differentiated and zone-based rural wastewater treatment, and control of rural black and smelly water bodies.

To implement the Outline of the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and Vision 2035 of the People's Republic of China, better facilitate high-quality development of rural water environment, learn and discuss experience from Zhejiang, and to meet people’s needs for better living, the Journal of Waste and Wastewater Engineering, together with Tongji University and Zhejiang University of Technology will held the Sixth Summit Forum on Rural Water Treatment and Drinking Water Safety Improvement in Hangzhou, Zhejiang Province on March 29-31,2023. We are sending our cordial invitations to the officials, specialists and scholars of the government agencies, engineering construction units, water groups, universities, research institutions and equipment suppliers.

  • ADB: People’s Republic of China: Rural Vitalization – Rural Wastewater Treatment and Environmental Management
    Since the enforcement of the reform and open policy, the PRC has experienced rapid economic and social development in its rural areas. However, the economic conditions and the living environment in rural towns and villages lag behind those in urban areas. Thus, the government identified rural vitalization as key to ensuring future economic development and environmental improvement in rural areas. The strategy requires efforts to solve outstanding environmental problems and actions to improve the rural environment. In particular, support to rural development necessitates suitable approaches to (i) improving access to rural sanitation, stormwater management, and wastewater management; (ii) improving rural infrastructure and capacity development; (iii) controlling pollution; (iv) improving rural financial services; and (v) modernizing agriculture.   The Government of the PRC formulated the rural vitalization strategy for 2018–2022 to promote poverty reduction, rural development, and green and inclusive growth. The strategy focuses on agriculture modernization, rural wastewater and waste management, rural–urban integration, ecosystem services protection, rural health and education services development, and rural governance reform. The Asian Development Bank (ADB) and the government have agreed to adopt a framework approach to strategically design ADB’s lending and nonlending program to provide support for the PRC’s rural vitalization initiatives. Therefore, taking the management of sanitation and wastewater in rural areas as a priority, the ADB initiates a knowledge and support technical assistance to provide policy advice and guidelines, capacity development, and knowledge exchange, which will strengthen rural ecological and environmental management and systems in China.
